The Riyadh Strategy 2030 is a comprehensive blueprint for progress that will turn the bold aspirations of Saudi Arabia’s capital into reality, accelerating its evolution into one of the world’s most prosperous and liveable capitals. It will drive economic growth and prosperity, enhance quality of life for citizens and residents, cementing Riyadh’s position as a leading global city and propel the Kingdom towards achieving the wider goals of Saudi Vision 2030. At its heart, the Strategy will ensure Riyadh seizes on its full potential, uniting past and ongoing initiatives with future plans under a unified vision.
As part of its design, RCRC consulted more than 30 global experts, benchmarked eight global cities in the fields of economy, talent, and liveability, conducted interviews with more than 4,700 talented individuals from Saudi and abroad; reviewed more than 50 Saudi national strategies, and consulted more than 450 stakeholders.
The Riyadh Strategy was launched by His Royal Highness Prince Mohammed bin Salman bin Abdulaziz, Crown Prince, Prime Minister, and the Chairman of the Board of Directors of the Royal Commission for Riyadh City (RCRC) on [XXXX]. The Crown Prince expressed that "As we advance towards our Vision 2030 goals, Riyadh Strategy 2030 is a blueprint for progress that will accelerate Riyadh’s transformation into one of the world's most livable and prosperous cities, enriching the lives of everyone who calls the capital their home.
The Strategy will play a key role in the delivery of Saudi Arabia's Vision 2030 goals: a vibrant society, thriving economy and ambitious nation. Riyadh's economy will be diversified by igniting new high growth sectors, creating quality jobs and establishing an attractive environment for local and international investors.
Riyadh will become one of the world's top 100 most liveable cities, elevating its standing on the international stage amongst tourists, business, and international decision makers.
The Riyadh Strategy will drive economic growth, deliver an excellent quality of life, and transform Riyadh into a leading global city.
It aims to diversify and drive the economy, doubling Riyadh’s GDP to SAR 1.7 trillion, creating 1.5 million new high-quality jobs and making Riyadh a top 35 city economy by 2030.
The Strategy will establish Riyadh as one of the most 100 liveable global cities, delivering an excellent quality of life for residents with world-leading public services, transport and affordable housing. A global tourism hub with premier travel experiences, Riyadh will attract 33 million annual visitors by 2030.
The Strategy will be orchestrated and overseen by the Royal Commission of Riyadh City, a government entity that oversees the strategic, comprehensive, and multi-phase development programs aimed at transforming Riyadh.
RCRC is collaborating with over 100 government partners, agencies, and the private sector to deliver the Strategy in a collective effort that will meet the needs and expectations of Riyadh’s people.

RCRC’s Board of Directors is chaired by His Royal Highness Prince Mohammed bin Salman bin Abdulaziz, Crown Prince, and Prime Minister. Esteemed board members include the leadership of Riyadh and senior ministers in Saudi Arabia's government. The executive team is led by H.E. Eng. Ibrahim Al-Sultan, Minister of State, member of the Council of Ministers, and CEO of RCRC.
The Riyadh Strategy is made up of 35 separate plans that detail over 300 projects and 100 initiatives.
These will be constantly monitored through more than 380 key performance indicators (KPIs) to ensure the collective goals of the Strategy are met.
The total cumulative Government investment and spending between 2024-2030 will be SAR 2 trillion.
Over the same period, total cumulative investment from private sector and PIF will be around SAR 2.4 trillion.
This puts the overall investment at SAR 4.4 trillion between now and the end of the decade.

Significant investment in infrastructure and utilities, the building of mega projects, and regulatory changes will improve Riyadh’s competitiveness and enhance the investment environment, creating new opportunities for citizens, residents, and investors.
To foster a supportive environment for foreign and domestic private sector investments, Riyadh will offer competitive and transparent regulations, unmatched access to opportunities, and greater ease of doing business.
A new Invest Riyadh brand will offer unmatched access to opportunities, and the new Riyadh Investment Support Office will provide relationship management services to businesses.
Investment opportunities will be unlocked through world-class special economic zones, tax incentives, streamlined regulations, and infrastructure support.
Healthcare: Quality and accessibility of healthcare will be improved through comprehensive reforms, providing world-class preventive and personalised care, leveraging cutting-edge innovations and technologies.
Education: There will be significant investment to improve teacher capabilities, and the introduction of an innovative curriculum and teaching methods. Existing infrastructure will be improved and over 1,400 schools will be created.
Housing: The city will offer a diverse range of housing options that meet citizens’ needs, with 2 million new residential units catering to a diverse range of income groups.
Transport: The new Riyadh Metro and an expansion of bus services will create the region’s biggest public transport network, cutting congestion and pollution.
The Riyadh Strategy aims to transform the city's environment through various ambitious initiatives. The Green Riyadh Project will expand green cover from 1.5% to 9%. A 1,350 km treated sewage network will reuse 100% of wastewater for irrigation, while a new recycling policy will improve waste management. Electric vehicle charging infrastructure will promote cleaner transport, with 30% of total cars in Riyadh powered by clean energy by 2035.
The Riyadh Strategy 2030 is set to transform the city into a global tourism hub through a series of landmark initiatives. Qiddiya City will make Riyadh a leader in entertainment, sports, and culture. Diriyah will celebrate 300 years of history with heritage, hospitality, retail, and dining. The New Murabba will offer 9,000 hotel rooms, 80 entertainment venues, and 300 km² of retail space. Riyadh Expo 2030 is expected to attract 40 million visits. The Riyadh Season will evolve into a year-round program of events, complemented by cultural projects like King Salman Park, the Opera House, and Riyadh Art.
